Julian Beever is an English, Belgium-based chalk artist according to Wikipedia.
Most of Beever's work -- like the Snowman, Times Square, plus Batman and Robin is done to a 3D effect so good it'll have its own Snopes page soon and you'll be getting email with copies of them.
